You say the line. Somebody else says the line back. And for a brief moment, we all agree we're being slow cooked like bargain ribs at a gas station. It's not a celebration so much as a communal temperature check for people who run out of real conversation and still insist on making eye contact. But then you were on the hook for like 40 more over the next two years that cost you a small fortune. (04:49) So they roped you in with these. One of those deals. And then they kept getting money. I don't know how they did it, but they did it somehow. More than likely, there was a Winger in there somewhere, but I can't remember. I was doing things back then that I shouldn't have been, probably. (05:04) Oh. Yeah. Well, we better not chat about that. That's right. Only good Tom stories. That's right. Niceville PD, well, they've debunked a fake AI photo of that immigration checkpoint that was going viral here yesterday. (09:48) Really? That was all BS. Well, yesterday, the Okaloosa County Commissioners voted 4-1, actually on Tuesday, to hold the county's property tax millage rate at 3.8308 mills for the 11th consecutive year, Get the Coast reported. (12:32) But that was not before a lengthy debate over whether the county should continue funding half of the school resource officer program, a discussion that carried directly into Chairman Trey Goodwin's unsuccessful motion to cut that funding and lower the tax rate. (12:51) Now, near the end of Tuesday's budget workshop, following department presentations, Commissioner Paul Mixon raised concerns about the county's cost-sharing arrangement with the Okaloosa County School District for SROs. The county began funding half of the cost of placing officers in every school back in 2018. (13:11) Now, the county has spent more than $25 million on this program since 2018, and the current year cost at $4.255 million. That was Tom's phone that just fell off the counter. (13:26) And the projected cost for fiscal year 2027, roughly at $4.4 million. Now, the arrangement was intended to be a 50-50 split between the county and the school district, writes Get the Coast, but Paul Mixon said the partnership is no longer balanced. (13:42) He said our partnership is off, we're not 50-50 partners, someone else is paying most of their bill, and they're not contributing to ours. Now the issue, Mixon and other commissioners said, is state Safe Schools funding that has flowed to the school district since 2019. (13:58) Commissioner Carolyn Ketchel cited Department of Education figures showing the district received just shy of $3 million in Safe Schools funding this last year, and $2.954 million for this coming year. (14:14) Hofstad said the Safe Schools money has effectively reduced the school district's out-of-pocket contribution. When the county analyzed the numbers, he said the district was funding roughly $1.7 million of its own share of this nearly $9 million program. (14:33) So I guess my question is, what difference does it make where the money's coming from? The agreement was you would fund half, they would fund half. Yeah, maybe they're getting their half from somewhere else, but does that... It sounds like, yeah, you're right. (14:49) I mean, the commissioners are just kind of salty right now that they aren't getting reimbursed from the state, but the school district is. Right, right. Which, I mean, if you want to change the agreement you've got, that's fine, but you're... (15:05) Because the commissioner's argument was, well, if we change this agreement, then we can look at lowering the millage rate. Okay, well, then the school district's just going to go raise their millage rate to make up the difference. Right, so, you know, I mean, money's going to come from one pocket or another. I don't know. It seems kind of petty to me, but there might be more to it than I don't know about. (15:25) Well, that's the gist of it, and again, you know, it's all... It's politics, man. It's politics. Everybody's trying to look and say, look, we were watching out for the taxpayers' dollar. Yeah, yeah, yeah. Well, all you did was rob Peter to pay Paul. (15:40) Right, right. The money's still coming from... Eventually it comes from the same place, so what difference does it make? I don't know. So, anyway, that was the discussion with the commissioners on Tuesday this week regarding the SRO, that's the in-school officer funding, which is contracted with the Okaloosa County Sheriff's Office. (16:05) Okay. Anyway, that's the update on that, but if you were looking for a tax break this year with the Okaloosa County millage, you ain't getting it. Ain't happening, man. Nope. Well, Tom, I tilted the screen your way just to show you this AI generated photo that was circulating, and it looks like Highway 20 right by Emerald Coast Marine in Niceville. Yeah, it looks legit. Right, exactly. So if you saw this yesterday, there was a picture going around of an immigration checkpoint with ICE officers in Niceville. Well, AI has struck again, reports Channel 3 WEAR. The Niceville Police Department is sounding the alarm after an image of a fake immigration checkpoint made rounds on social media. (24:22) Now, Police Chief Marques said that this is a first for Niceville. Police officers, cars pulled over at a sign that reads, Immigration Checkpoint Ahead, and all this at the intersection of Highways 20 and 85. At first glance, it all seems legit, but in reality, this photo was made with AI, and Hayes said that he started receiving calls almost immediately from other agencies and the public wanting to know if it was real. Other agencies! That's pretty bad when you're fooling other agencies out there. Now, while the location is absolutely real, the rest is fake, and Hayes says he hasn't ever seen immigration enforcement in the community and doesn't expect it. Within an hour of seeing the photo, Hayes says he sent officers to check out the scene. The department later set the record straight with this post on Facebook. The keyboard warriors out there spread this disinformation and stuff like it constantly. It's almost, at this point, uncontrollable, and people don't know what to believe. Now, Hayes says these types of photos can lead to unfortunate outcomes, and for AI experts, the spread of fake photos ruins trust. Exactly. So again, going back to what we talked about yesterday, is AI can do some really cool things, but it's human interference, it's human decisions that are using AI that kind of give it this bad rap. And that's true with just about anything, but yeah, it does exactly what you said. It erodes trust when the police are trying to put out bulletins or notifications or something like that, that something's awry or a foul, or that it's just something you need to know about. And unfortunately, things like this happen, and people start to not believe, and it ends up hurting them where they need to know about something. Exactly. Well, and you know what? In the year of 2026, and this was a survey that came out earlier this year, in the year 2026, what is the most trusted media in the U.S.? I would have to guess some kind of social media like Facebook or something like that. The most trusted is AM, FM, radio. Really? Still. Good to know. Yeah. That's a great bit of information. Well, and you know, in Navarre, there's this satire page called City of Navarre News, okay? Well, there is no City of Navarre. It's an unincorporated community. It's just part of the Santa Rosa County. But there is this City of Navarre News page that comes out with these ridiculous stories. (27:36) Yeah. Right? Far-fetched, but also not so far-fetched that you couldn't say, no way in hell. But it just causes chaos. And I've seen friends, mutual friends that we have sharing this out like, this is crazy. Why would they do this? Yeah. Yeah, it's amazing. Right. And people buy into it a lot of times, which is really sad. They sure do. So, I mean, you've got, there's satire pages all over. And it's somebody's attempt at trying to be the Babylon Bee, right? (28:13) Right. Or, if you're on the other end of the political spectrum, the Onion. Right. But you know those ones are running fake. You know, it's all about getting clicks and getting people to read it. And it's for entertainment purposes. So you expect it when you go to those outlets and look at those things. (28:31) Exactly. But some of these try to pass themselves off as legitimate, and that's the bad part. Right. So anyway, if you did see that circulating yesterday on social media, it's all BS. Well, there was no immigration checkpoint in Niceville. I wonder why they did it. Coming out of Navarre Beach yesterday, WEAR Channel 3 reports that for the first time in 10 years, Navarre Beach residents will see an increase in their fire assessment tax. (30:40) That's right. Chief John Kanzig sent a letter to property owners saying the district is facing serious financial trouble. He says this increase is needed to cover not only rising costs, but the station's ongoing financial troubles. Residents say the department has not been transparent about their finances. (30:58) Chief Kanzig says the fire board recently learned the full extent of those problems. Kanzig wrote, the department is facing a significant financial deficit, and we realized the last couple of months that our revenues and our reserves were going to cross the line this year. (31:14) And previously, we had overspent our budget every single year, but we had money in reserves to cover those expenses. Kanzig said four years ago, the department had about $500,000 in reserves. Now, that's about gone. Well, he says the reserves were spent on operating expenses for the station. (31:32) Now, in the letter, he accuses former Chief Danny Fury of failing to be transparent and using reserve funds to cover recurring operating expenses. He gave a full statement to WEAR. The narrative being presented ignores how the district's finances have always operated. (31:49) The budget is a zero-based budget. That concludes on September 30th each fiscal year. Historically, funds have been transferred on or about October 2nd to support the management of the Beach Safety Division until ad valorem tax revenues begin arriving in November. (32:06) Now, once those revenues are received, the reserves are replenished. And this has been the district's longstanding financial practice, and the treasurer has always been aware of this process. But as of April 1st, exactly halfway through the fiscal year, the district was operating at 50% of its approved budget, precisely where it should have been. (32:25) District reserves have always existed to address major unanticipated expenses that cannot reasonably be forecast during the budgeting process. And this is the purpose of maintaining reserve funds. Now, when evaluating the district's financial position as of September 30th, there are no ongoing recurring obligations beyond normal payroll and insurance expenses that come due during the transition into the new fiscal year, and suggesting otherwise demonstrates either a misunderstanding of how the district's budgeting process functions or a misrepresentation of the facts. (33:00) Now, Kanzig says another major financial hurdle is the area's lack of growth. If you may remember from earlier this year, former Fire Chief for Navarre Beach, Danny Fury, was fired after being arrested twice on unrelated charges. (33:22) Kanzig says Navarre Beach has not had any growth, there's no cranes on our beach building, anything extravagant in a long time, so we've had no growth. We've had eight houses built last year, and that only brings in about $3,500, and we have a 17% increase in health insurance, general liability insurance, payroll. (33:42) Those are all major expenses. Now, Kevin Rudzki, owner of Juana's on the beach, says the department needs to be more transparent. He said, I think we've been lacking some transparency from the board, between the board and the chief, and I think it's going forward, that's where they need to focus. (34:01) The fire board has now approved increasing annual fire fees by $27. It also approved a $300,000 line of credit to cover operating expenses for the next few months. So, the current chief, Kanzig, says the fire district is also freezing travel spending, hiring part-time firefighters to reduce OT costs, and conducting a top-to-bottom review of department expenses. (34:28) The next board meeting for Navarre Beach Fire is scheduled for August. So, a lot going on there. Yeah. Boy, that was a bunch. It was a bunch going on there. But, yeah, just catch up. Navarre Beach Fire basically has lost all of their reserve fund. (34:45) Wow. You know, I used to work with some of those guys years ago, and I was amazed, I don't know if it's still the same way now, but at how little they made as an annual salary, you know, for the work that they do. Exactly. I mean, just completely floored that that's all they get. (35:03) Most of those guys have second jobs or run businesses and stuff like that, just to kind of offset the cost of living, you know? Now, if you live in south Santa Rosa County, you probably already know this, but Navarre Beach Fire just covers the island, just covers the beach, right? (35:20) Yeah. Holley-Navarre Fire covers north of the Sound. Right. And I believe in August, residents in the Holley-Navarre Fire Control District will be voting on a millage increase because Holley-Navarre Fire is currently at the state's minimum wage. (35:40) Yeah. And that's, I mean, man, for the job they do, that's just not enough. I don't know how you live around here with that, honestly. I don't. Exactly. Yeah. This last weekend during the Blue Angels weekend, five people were involved in a burglary at Krabs on Pensacola Beach, and they have been arrested in connection with that case, according to the Escambia County Sheriff's Office. (36:43) Authorities say the suspects were apprehended across three locations, including Harrison County, Mississippi, which is Biloxi Golf Court, two in Baldwin County, Alabama, so Foley, Orange Beach, Gulf Shores, and then one in Mobile County. (36:59) Following an investigation into the break-in, during which burglars allegedly targeted a restaurant safe containing deposit money, investigators also recovered a large amount of cash, along with items including a mask, gloves, power tools, and pot. (37:16) All the things you need. Yeah, the pot's definitely one you need, too. Right, right. Now the Sheriff's Office has not yet released the suspects' identities, and the investigation remains ongoing at this point. They have solved that one, it does seem like. (37:33) All right. Wow.
